To use the console use the tilde key on the keyboard (~)
To activate Nick's quest, I input this into the console: setstage 000229fe 0
To check affinity value, bring up the console, click on the companion who's affinity you want to check, and then input: getav CA_affinity

Will using it block achievements?
Using console commands will not block achievements. It's the same system as it was in Skyrim.
Same with Curie.
I finished Dangerous Minds a long time ago (at Bunker Hill Mission) and completed all of Nick's Dectective cases. I think it's a bug. Curie, Macready, and Cait's quests all triggered normally for me. It's fine now though, using the console command fixed the issue.
