You can't upgrade armor to Sturdy and Heavy variants, they are a different item entirely.
That's because they are usually better than the next tier up, base Combat Armor gives 15 physical and 15 energy armor, while Sturdy Leather Armor gives 14 physical and 23 energy armor, making it almost a straight upgrade.
So all you can do is keep an eye out for abnormally high defense values on leather.
Also, if you build a 2nd tier armor shop, they can carry sturdy and heavy variants of armor at times, which is where I got mine.
