Question: Does it matter if i've failed past attempts? Or will i still be able to have success? For as said above.. It still shows on the wheel and is clickable.. It is just greyed out from past attempt.
Greyed out options just mean you can go through that dialog again to see what was said, not give you another chance at something. It's like when you fail or succeed a "more money" choice - when it still appears as an option but is greyed out and not yellow/orange/red, it's no longer a persuasion check, just normal dialog.
I still have the intimidate option.. I'm guessing i loose favor rather then gain it by doing that. Damn..
I failed an attempt early in play with regard to persuade. So I cannot persuade her off the chems.. As vardis said above.. It is greyed out.. Still clickable in the interest of dialog.. But it is impossible to persuade her to stop now.. Only intimidate is available, in that, it is not greyed out.

Thanks again for the explanation vardis! Also, the tips :)
Even mid conversation before you select your choice, just press F5 to quicksave, and make your choice. If it fails, you just press F9 and it'll load right back and you can try again.
Depending on your skill levels (like Charisma) it may take a few attempts, but eventually it will work. Even with very low Charisma. Behind the scenes it is just a % dice roll, except for some very specific situations it is a hard skill check.
I imagine some are. But most are not. I've not done any research on this, but repeatedly quick-saving and loading has solved every single dialogue choice in every single encounter Ive had.
Or in my case, being a completionist, I do it just because I like to hear the character responses to each line of dialogue, whether or not its actually a quest related choice or anything.
Which does impress me, to some extent. Some lines are recycled regardless of your dialogue choice, but a lot of the time the character has specifically voiced lines for that specific option you make. Over the course of Fallout 4 that is a LOT of dialogue to have recorded for the game.
Do Not Give Mama Murphy Chems During Jewel of the Commonwealth! Reason find Diamond City on your own and Piper, Nat, and The Mayor will point you to Nick’s. Giving Mama Murphy a Jet will place the next chem as Mantats which can give her a stroke do not give her that until you advance the quest.
Give Mama Murthy the Jet during Unlucky Valentine this will allow you to give Skinny the password if you don’t give Skinny the password he will shoot you and you will have to pass a speech check.
Give Mama Murthy the Mantats during Getting a Clue this will allow you to find Kellogg's keys.
Do Not Give her the Medex while you are inside Kellogg’s House or her next drug will be Buffout which will also give her a stroke.
Give her the Medex before you face Kellogg to get the achievement and the perk to lower his health or the Synths will kill you and Kellogg will hit you with his pistol.
Give her the Buffout after you talk to Vergil but before you go into the Institute to deactivate the courser. if you don’t you have to kill him and take his chip.
Do Not Giver Her Psycho! that stuff can kill her and you. You can quit before the Buffout or skip the Medex before you face Kellogg but do not give her Psycho that stuff is dangerous.
