if you mean the best undergarment for the modular armour then its most likely the vault suit i havent found anything upgradable to put under the modular armour as of yet

Ballistic weave military fatigues are much better, haven't found anything that surpasses them yet. I hope the DLC adds more undergarments, the current selection kind of penalizes fashion.

Ballistic Weave athletic outfit is pretty strong too since it fits under all armor.

Just about anything that you can mod with BW and fits under regular armor works. The BW is worth more than the tiny stat boosts the clothing might give in either case. Hell I've been wearing a Sequin Dress with arm slots available only, eventually I got a mod allowing all slots on all clothing items clipping be damned.

Ballisic Wevae makes any under armor like clothing that can equip it OP as heck. Almost no point in using actual warmor when you can equip a hat and shirt with 110 Physic and Energy Resistence. So ya like 220 resistence across the board. If it wasn't for "Star" armor which adds special benefits. lol

Tragically the clipping issues are horrific with that mod. Tragically Bethesda cut most of the clothing out of the catagory as under armor as they didn't want to do a Saint Row 2 style "remodel" everything counting on what you're wearing. I mean Army Fatigues, combat armor doesn't even FIT on them snug like they do on a Vault Suit, even though they're Army Fatigues!!! You'd think they would of made Army Fatigues, Dirty Fatigues and Military Fatigues tailor made to work with Combat Armor, but nope...

im using "armored green shirt and combat boots"
after i upgraded it it has dub 65 resistance and +1 charisma +1 endurance!

MK5 Armored Army Fatigues, Sturdy Combat Armor Chest, + Combat Armor Legs/Arms + Combat Helmet. While Toating a BAR looking Combat Rifle, Deliver Pistol, Hunting Rifle, and a homing rocket launcher for good measure. Gotta love the gunners, all the supply of military hardware you can get off their dead rotty corpses.

I like to think once the CK gets in the wind modders will be able to properly size each piece.

As it is now this is an acceptable stopgap measure to get a little bit of customizability.

I mean they go through the trouble of making modular armor and a ton of not particularly bulky clothing options, and only bother to size the armor properly for like, 6 of them? Do they expect us to just wear that fugly vault suit for the whole game?

True some pieces do clip pretty bad, depending on what you combine. But some look pretty good. Some outfits look better than others with armor pieces. But it's a good option for those who play mostly in first person and want the stats.

But it really depends on what you combine. Some armor pieces clip less awkwardly or not at all. But it expands your options by a considerable amount for the time being.

So basically the "layered armor feature" they bragged about is crappy and lacking terribly. I d rather have the Skyrim system than this one which is basically just 4 types of armor with only one being good.

Excatly. They hyped this feature but conveniently left out the caveat that they only bothered to make it available for a small handful of clothing pieces. It's pretty damn infuriating to be honest. To make matters worse, unless you're using one of those few clothings, armor crafting is completely untouched as well. (save the vault suit).
