Instead of this super secret one of a kind supply that was being tested on only in Mariposa Military Base it's now quite common and everywhere aparently. They did not travel from the Capital Wasteland because by canon the middle of the US is entirely wrecked by storms, tornados and all other crazy inhospitable weather, you have to fly across, and they're not that organised. Just created by the Institute looking for a cure for the FEV and such.
Now I'm going to assume that the Mutants don't just use recycled dialogue from 3 (which they totally do but lets pretend they don't) and they actually mean something when they say "No green stuff here..." so it's safe to assume that once again they have the hive mentality of capturing humans to eat or dip to make more of them, and that somehow, even though you never see it and it's not mentioned, there's some kind of FEV Vats somewhere that is also the Super Mutants base, possibly outside the Commonwealth.
While it's entirely possible the Mutants came from the West Coast all the way to the East Coast in search of "green stuff" it's more likely the 10 year trek would of either mutated them into Behemoths by then (and since there are weak versions around the Commonwealth this is not likely) or they would of been killed and beaten down over time by local forces, which they don't appear to be as they're strong and building listening posts everywhere.
Swan was created by someone, also. Notes mention them doing something to him and making him wait in a box or something...so...FEV does exist around the Commonwealth.
Anyway, yeah.
Not clear where they actually came from though...
Also there's X-01 Power Armour all around the Commonwealth so I guess we can assume the ENCLAVE WOZ ERE 2241 and merely brought FEV with them or something.
This guy gets it. Fallout 1, Fallout 2, Fallout Tactics, Fallout Brotherhood of Steel and Fallout New Vegas are pretty much not canon anymore as far as Bethesda is concerned. They've taken the setting and set up, but reimagined it, in a real bad way.
