You can use the console command "setweather" then whatever the code for rain is. You open the console with the tilde key, and you will need to find the rain code using FO4Edit most likely, if it is listed there that is.

You will need to download FO4Edit and search for it, and this is a maybe as it may not even have it listed yet. Also it is "fw" not "setweather". Getting my commands all jumbled.
