The one thing that saved me was using loads of drugs especially Jet to headshot the executioner until he died first (the others wont shoot him) and then take cover and try to heal up before taking on the others.
It was the only time in the game that it felt hard even when playing on survival.
I guess you could always lower the difficulty settings if you need to.
Since you seem to have gotten a bug then use the console (dunno the commands).
Its the one time that i feel cheating is allowed.
Try reloading a save from before entering the hospital and try again.
This, or simply shoot at the guys right after you get out of the elevator
Like when you come out of that one door to talk to Skinny Malone when doing valentine's quest. Instead of initiating dialogue they start shooting as soon as I pass through the door. Same thing happened when your suppose to kill the courser during the main story quest, he just immediately shoots me.
I managed to finally do it with a thing of jet. As soon as I came down the elevator before the hole, I'd just take that and bum rush through all of the random enemies until I reached the next elevator. This worked as far as getting to the room before they shot him, though I could never initiate the conversation. The guy would sit there for a few seconds quickly switching from a "ready" stance to a more relaxed stance, then I'd hear him mutter part of one word and then he'd shoot him. So, from there I would have to try again, but this time just vats and shoot him in the arm over and over. From there no one else targeted Kent and it all worked out.
Horribly made quest though. They didn't even acount for the fact that there's enemies in the building by default.
I had already cleared the hospital and I think this factored into the problem, but here we go.
When doing this quest, after exiting the 2nd elevator, all the enemies activated and started fighting robots (a robot, actually) and before even stepping off the elevator, Kent would be shot. So, I used the console command "tai" to turn the ai for the enemies off then I was able to reach the final elevator without the enemies killing kent. I used the command again once the 3rd elevator opened and the dialogue happened as it was supposed to.
I did fairly well without the console. 150 hours and counting.
