So that sounds about right, i belive it's calculating that it's shooting 2 shots at once to do that much damage in one click.
I belive modifications take over the main damage, and add to it.

A two shot 10mm is a decent sidearm. I have compared a twoshot and a mighty 10mm with the unique 10mm The Deliverer. I dislike the extra recoil of twoshot for fast firing. In my opion the fully upgraded Deliverer is the superior weapon of the three due to extremely fast semiauto trigger pulls with almost no recoil. It does slightly less damage with a smaller clip size and inability to use scopes and reflex sights. However if you use VATS the Deliverer is godly because it uses so few action points and has such high accuracy per shot as compared to the two shot and even the mighty 10mm.
