edit: never mind I'm too damn tired to be reading long posts, eyes skipped over it.
Of all the settlements, Hangman's and Tenpines are the two that I've found so far that are really small in terms of actual space. To get them really built up, I feel like I'd have to go with the Local Leader perk or whatever to ship food in. Hangman's at least seems like it's meant as more of an outpost in the environs of the city... but Tenpines is an actual settlement that has people on it right away.
Interesting info you have so far. What really surprises me is the maximum for height at Red Rocket... 10 floors seems like a lot, given that the land/space is not significantly wider than Tenpines IIRC.

Yeah, Red Rocket is probably one of the better settlements, at least for a "base" and not a "town." Usually settlements with structures will have said structures eat away at their budget, but Red Rocket gives you the everything for free. Even the trees and other scrappable structures don't take up any of the budget. It could just be a display error, I haven't actually tried to build to the cap there yet myself.
I wanted to like Hangman's, but from a "role playing" perspective, I feel like you're just putting yourself insite of a shooting gallery. Buildings are not walls! I'm sure it doesn't actually matter as far as game mechanics go, but it felt like a poor tactical location to me.
Right now I'm actually looking at Greygarden. You can build up to the two-story freeway for what I hope will be some interesting concepts. I really like building around pre-existing, unique structures.
Castle was a disappointment. I don't know what's taking up nearly half of the budget, but I couldn't get it to go any lower than what I have listed here. I even scrapped all of the pre-existing lights, which I'm sure most people would want to keep.
I find some low ceilings to be very disappointing. So far it seems Abernathy is the only place where you can go ♥♥♥♥♥♥♥ crazy with a shanty skyscraper.
Sanctuary might be a little low as well, but not by much.

i got to build 20 floor building in abernathy hahahha... it is because of that electrical tower.
