Otherwise, Timex got it right.
Also if you want to kill most enemies really quickly, get the Overseer's Guardian at the Vault (81?)
Or find a weapon with Bleeding, as that does far too much damage for its own good.
What about poison? And yeah the overseers guardian is a freaking BEAST.
I used power armor as much as possible because the pain train perk really gives you that wrecking ball feel.
But since you do not want to do that, I would grab an Army Outfit (+1 STR & +1 END) with MK V ballistic weave and as many +endurance legendary armor pieces as possible, or %dmg resistance against certain enemies mods if I was willing to switch gear often.
The offensive side is easy to sort out, it's defense you should be concerned about if you want to stay out of power armor. Timex' recommended perks are spot on.
Poison doesn't stack like Bleeding does. Same with Burning. Only bleeding for some reason stacks per hit. So you could get a shotgun with bleeding and it'll add bleeding DOT per pellet.
I did a playthrough with one strength and a baseball bat with bleeding, it was hackin and wackin the wasteland.
