mayor mcdonough's office, from the "window cleaner" type elevator just to see what was in the office. the secretary ran away, i snuck in opened the safe and took a bunch of thing. the secretary came back, and acted like nothing happened will this be cool? i got a key from the safe called kellog's key and it looks like the mayor is up to some shifty stuff. my question is will there be a point where everyone tries to kill me or anything? i think i got away with something here...

That key is part of the main story, you would either had to persuade the major to get it or steal it. The shifty stuff the major is busy with is a big spoiler, so I let you figure that one out on yourself.
