Fallon's Basement it-s never open
It-s always locked, tried to wait a whole day but nothing happens. If i lockpick there-s noone inside. any clue?

I don't know what Fallon's basement is or I forgot but if you think its bugged then make a save there, then exit the game and reload the save and try again. There's also a console command to open doors if you are for sure it's a bug.

The console command is > unlock
