I am bumping this one since I literally can't find any other similar question/answer.
In both Fallout folders C:\Users\YourName\Documents\My Games\Fallout4 and G:\Steam\steamapps\common\Fallout 4\Fallout4
There is a .ini file called Fallout4Prefs, you might have put a line under [Display] in there bForceIgnoreSmoothness=1, either one of the .ini files has the same line but with a 0 instead of 1, or somehow you put it double in one or both of the files by accident.
Both .ini files need bForceIgnoreSmoothness=1 under [Display].
the fps in game is tied to the engine physics speed.
so if you dont cap your fps @ 60, or 72(for 144hz monitor) then the physics go screwy
one possibility...
