You can also build a 'bell' at sanctuary and use it, it will summon everyone that are at sanctuary to it.
I did note that when I had an objective to speak to him (from a prior mission he'd offered me) he was marked on the map, so I could see where he was as he wandered back to Sanctuary.

I just tried the bell and everyone gathered around except him. He is not in Sanctuary Hills. This is BS man I have to reload a safe from 3 hours ago..... f*cking bethesda and their glitches. He's probably stuck somewhere in the world or whatever its just so dumb. Why does he have to move, why can't he just stay at the castle? Smh at this dumba*s AI.
With that said, if you had the quest selected, then there should have been an icon on him where ever he was....he was back to sanctuary for me as well.
