ye ye, but overall the perk is useless anyway. better to use it on perks like gun nut or armor or something, there are way better followers

That's because you were originally meant to have Dogmeat AND a human companion. A lot of things are set up to account for it - the Attack Dog perk, how Lone Wanderer works, the fact that other companions can gain rep if you use Dogmeat, etc.
But the AI is atrocious, so it was changed (very, very) late in development without bothering to remove any of the things above.
The Dog perk basicly increases the VATS chance to hit when Dogmeat grabs them. 2nd, can brake/cripple limbs. 3rd Chance to make them bleed. It isnt a usless perk unless your not using dogmeat.
i saw a mod that allows 2 followers, but it was just a list of console commands and people reported alot of bugs when doing it :/ I wished i could use piper and dogmeat
I've no doubt that there will eventually be mods that both unlock extra companions and that do the work on the AI that Bethesda couldn't be bothered to - they ship these games 3/5ths complete and the community does the rest, sadly.
