2nd character went into Heavy guns / Explosives 10 int, 5 str, 5 end, and 1 charisma
I alwayse tend to put into Int all the time to level up faster
Well at least there's SOME sense of build-exploration up to about 30, but yeah, the 'no level cap' thing does seem more like a negative than a positve at this point
I recently finished my first run and clocked in at 85 hours just under level 50, having done a significant amount of exploring, sidequests and wandering. Obviously results will vary based on what you do and how you play, but bear in mind you need to be roughly level 300 and change to max everything.
...just like everyone else playing the game.

I also tried a Payday 2 build using Intimidate, Robot Expert and Wasteland Whisperer, holding people up instead of killing but it got really old fast, the amount of scumming required. If holding someone up from [HIDDEN] was 100% it would be a pretty amazing way to play but..meh. I like the idea of an aged conman who uses words and skills to bypass stuff instead of relying on guns, but...Fallout 4 is a little too dumbed down for that.
