Thanks for the nice gift Clint *spoiler*
The first time i saw Clint he was far away and in a power armor, but fallout4 is well scripted And peoples don't sleep or and don't live in their power armor, so i killed him very early in the morning. poor Clint was wearing simple clothes, his power armor was parked too far away..
When Clint has died, i have been gifted with a brand new power armor. thanks Clint! :)

minor bug, the armor is always considered stolen.

I had something similar happen to me, it was just a high level Gunner though. I had him in my scope tracking him and then for some unknown reason he decided to exit the suit.

That was the biggest mistake of his life...I nearly missed I was laughing so hard.

actually it's cool, if the NPCs are not living all days with their power armors.

Considering that Fusion Cores only last a couple of minutes in the game, how are these NPCs managing to spend so much time in their power armors? Their Fusion Cores should be dead.

Unless you are spamming a jetpack, the fusion cores last -much- longer than a few minutes. Since the npcs in armor are usually just walking around, the power they would be using is nelegible. But, I do not believe npcs even have a drain on fusion cores.
