There's a mod on nexus that lets you weave any clothing/outfit and let's you put armor on over outfits. It's called Armorsmith Extended, I highly recommend it.
I'm glad to hear the army fatigues work because that's my favorite outfit for style and statistic reasons (whooo +1 str. that's 10 more pounds of loot for my 4 strength mans!).
If it really works for hats? I hope you can apply it to the Military cap.
Oh god. imagine if you could apply it to your favorite pair of sunglasses.

Nope, you can't use it on the military cap. It only works on 4 hats: Battered Fedora, Green Rag Hat, Newsboy Cap, and Trilby Hat.
I'm convinced this must be some kind of bug, because it seems super overpowered. There was even an article on Forbes about it here: http://www.forbes.com/sites/davidthier/2015/11/20/the-best-piece-of-armor-in-fallout-4-isnt-what-you-think/
Also, for anyone trying to get more ballistic fiber, you can purchase it in bulk from KLE0 at Goodneighbor, or you can just purchase all the "armored" items that become available at the associated ballistic weave vendor and then scrap them at the workbench for 2 ballistic fiber each.
