Is there a list of clothes that can use ballistic weave?

yes. There are some clothes that you can mod with ballistic weave if sided with the Railroad faction. So far I only know of the military fatigues, summer clothes, and newsboy cap

If you can find military ammo bags, you can use them for ballistic weave too (its a junk item though seems pretty rare too).

Really it's just Army Fatigues and Green Shirt with Combat Boots. I think the Fedora and Trilby are the only moddable hats. Aside from the one's you mentioned.

There's a mod on nexus that lets you weave any clothing/outfit and let's you put armor on over outfits. It's called Armorsmith Extended, I highly recommend it.

I really feel like being able to add ballistic weave to the hats is probably a bug. I mean, that can't possibly be intentional, right? It just seems too powerful and it's weird that only a few of the many hats in the game are eligible. The associated vendor doesn't sell any armored hats.

Military duct tape also has balllistic weave.

I'm glad to hear the army fatigues work because that's my favorite outfit for style and statistic reasons (whooo +1 str. that's 10 more pounds of loot for my 4 strength mans!).

If it really works for hats? I hope you can apply it to the Military cap.

Oh god. imagine if you could apply it to your favorite pair of sunglasses.

Well, there's this mod[www.nexusmods.com] which allows you to use it on any piece of clothing, basically removing the need for the list... ;)

Nope, you can't use it on the military cap. It only works on 4 hats: Battered Fedora, Green Rag Hat, Newsboy Cap, and Trilby Hat.

I'm convinced this must be some kind of bug, because it seems super overpowered. There was even an article on Forbes about it here: http://www.forbes.com/sites/davidthier/2015/11/20/the-best-piece-of-armor-in-fallout-4-isnt-what-you-think/

Also, for anyone trying to get more ballistic fiber, you can purchase it in bulk from KLE0 at Goodneighbor, or you can just purchase all the "armored" items that become available at the associated ballistic weave vendor and then scrap them at the workbench for 2 ballistic fiber each.
