Also invest in Luck and get the scrounger perk
Luck will influence how often your scrounger perk will give you ammo. The wiki says 5%+luck. I don't know what exactly that formula means. So I have to assume it's 1% per point of luck. Which would be 2 luck minimum since you unlock it with 2 luck. so 7% to whatever you can push your luck out to. If that is how it actually works, you will break even somewhere in the low to mid teens, and gain ammo beyond that. Assuming you find/make a six crank laser musket by the time you have the 4th perk in scrounger.
Something to keep in mind though; a laser musket doesn't seem to get the ammo refill from regular reloading. You'll have to shoot in V.A.T.S., which makes your character reload automaticly. To do this you either by don't have it charged at all when you activate V.A.T.S, have enough AP to get multiple shots, or if you have a lot of AP, you can do both.
There is (or was) some dumb bug that excludes fusion cells from find-able ammo. There was a mod that fixed scrounger, but I don't remember what it was. It's redundant now, since patch 1.4 fixed this problem.
I've never had more than a thousand of anything else, but Shotgun Shells build up; EC is pretty rare as are Fusion Cores 'kinda'. .44 usually have more than 100. I've never actually found 45-70 or 7.62 but I haven't done Far Harbor yet.
The Laser Musket is the great dissed weapon of the game - uses common ammo and with two-shot and fully upgraded can kill a behemoth with care, and pretty consistently out performs the gauss rifle before level 39.
If you really need ammo (and aren't playing survival) you can just teleport between weapon shops buying tons of it.
If you need money setup water farm in settlement and you can get more money than you can possibly spend.
If you don't want time to pass while shop farming, get to the institute so you unlock teleport. (non-survival only) (Fast travel to the institute, then where ever you actually want to go to get there is 2minutes of game time.)
I doubt money is the issue. The issue is more like he is probably running out of vendors to buy them from combined with spending more time running around vendor to vendor than playing.
I had the same issue with .50 Caliber ammo until I started buying in bulk form Eleanor and Leonard Moore. The only issue is neither sells energy ammo (if I remember right.) He just needs to figure out who that fusion cell supplier equivilent is and buy in bulk whenever possible.
My advice is always carry a secondary weapon, and maybe a 3rd. Most my games I only use a .50 caliber sniper rifle (200 shots), a shotgun 30-50 shots, and a 10mm pistol (40-60 shots.)
Fast travel normally drops you right in front of vendors. (Pyrdwyn and Vault 81 are exceptions)
He is not at that point though.
There is not that many vendors that early on selling energy cells. Just like .50 caliber ammo is fairly rare and low amounts early on. His best vendors are probably Arturo in Diamond City and KLEO in Goodneighbor, and maybe Vault 81 if he opened it.
Also if he is playing survival he will spend a lot of time making those runs. Most likely using a decent portion of that ammo clearing random encounters.

If he has not rescued Nick he obviously can not use the Institute teleporter.
That was the third part of my response 'if you don't want to pass time' - if you don't care about time passing ignore it, but if you do I said 'get to the institute to unlock teleport' - like I knew he wasn't there yet.
