Can Breakheart Banks be settled?

is breakheart banks mish from brothers of steal bugged ..cleared out super mute but it dont go to complete when i go to map it says cleared..but dont give hand in to knight rhys..so his quests are halted..any info anyone

the wiki says that if you pick up the nuka-cola quantam on the watchtower before finishing the entire mission, it won't work for some reason.

I managed to make a settlement their on my first playthrough but I have not been able to replicate that. I dunno if it's a bug or the latest patch removed the workbench but my jimmies have been rustled by this.

dude this is ♥♥♥♥♥♥♥ stupid this is the only place ive been to so far that i thought looked really cool and i wanted to make this my new home base but no workbench... its like a ♥♥♥♥♥♥♥ troll move you want this cool ass place do you...... no you cant have it.

Breakheart Banks is the only farm location that cannot be turned into a settlement.

Because Preston needs you to get to another settlement that needs your help.

Yeah, it's a shame because it does look pretty neat.
Maybe settlers just don't want to move in with the Super Mutant gunk around.

(Though they're apparently happy to live with a few dead bodies lying around in other places. Go figure.)

you can spawn a workshop from console by typing player.placeatme c1aeb

This would be a really cool place for a Settlement maybe in the future it can be.
