There is normal, sturdy, and heavy armor that I've seen so far- different modelling a bit. They are different base armors, and heavy combat fully modded is basically double regular heavy at I think a little over double weight. Higher level lets you see better armor. Most gunners I fight wear heavy combat.
Ballistic weave on the underclothing and hat is a gamechanger.
The best is probably legendary heavy combat armour with a suitable armoured undergarment.
That being said; im almost exclusively in my t60. only ever popping out to swap into my CHA gear; and then back again... nuclear physicist + early purifier's at the Drive In = barter for tons of Fusion Cores. mmmhmm.
That's the trick though, "When fully upgraded".
For example, normal (as on, not Heavy) Combat armor Chest, fully upgraded gives 22/22 Ballistic/Energy protection. While normal Synth armor chest, fully upgraded gives 22/27.
The sticking point. Combat armor only needs Armorer 2 to fully upgrade (lv 13 gated). Synth armor needs Armorer 4 (so, level 39 minimum).
I'm also a fan of Armorer 2 rank at least, because that lets me mod things with Deep Pockets. Which is +10 carry per limb, +20 carry for chest. I have a 4 STR so my normal 240 carry capacity is improved to 300 when wearing my Deep Pockets combat armor. Even if the armor itself weighs roughly 27ish.
So I'm constantly fighting with myself "Do I want to wear cool sunglasses with my 10 ballistic defense army helmet? Or do I want to wear my upgraded to 15/16 defense Synth helmet?"
For reference, normal combat armor arms and legs top out at 12/12.
