I'm stumped... do I need console commands to get to this waypoint at the Hub City Auto Wreckers?

Middle (I have looked all over this crane machine, there doesn't seem to be a switch or lever to lower the bridge)

So yeah, no stairs and my VANS says no direct path seen.

Notice the crane? It's used as a makeshift bridge, follow the red wire and it'll lead you to the button to lower it. It's more of less behind the crane.

Yes, there is. Look for a terminal.
