Minutemen quests?
Currently level 37, and trying to get every settlement before going further into the main story. Preston Garvey usually gives me a quest to take a new settlement, but now he keeps giving me quests for settlements I already have. I have ~20 settlements but know that I don't have them all (he hasn't given me anything for the island or for hangman alley yet), so I want to know if I've been going about this all wrong. Is Garvey the "radiant quest" giver for the minutemen? Am I trying to do infinite quests?

For temporary relief, hold onto the completed quest for a while. Granted you cannot hold it indefinitely but if it is completed you can hold it for a really long time. It seems outside of the Misc. defense quests, there are only two active Minuteman quests at any one time.
concerning settlements, some are also led to by the brotherhood in act 2-3 i believe. Despite that, you cant still unlock 28 Settlements by yourself, settlement 29 should be unlocked in act 2, and settlement 30 in act.
start a new game. go to concord. take the power armor, fast travel out. leave clueless preston and his whining groupies cornored by the death claw. never hear from the minutemen again.

Spectacle Island, the Murkwater Construction site, Covenant, Bunker Hill, Greygarden, and the Boston Airport are (as far as I know) not attached to the radiant quests for the Minutemen and can be/are unlocked through seperate means or specific quests. I don't know about Kingsport Lighthouse or the Coastal Shack though (I've cleared Kingsport but it still hasn't unlocked for me so I assume it's connected to a seperate quest, and I haven't discovered the Coastal Shack.)
Spectacle is not hooked in to quests, Murkwater is, Covenant is it's own quest, the airport is BOS related, Kingsport was a quest, coastal shack I can't recall. There is also the outpost in the north and hangman's alley that you take back from raiders. Bunker hill is story related and greygarden you hear about but I don't think you get a quest pointing you there

Also turn off the speaker at the castle and no random alerts while you are there

When I get attacked while exploring I kill all enemies. Then I will suddenly get a notice saying You can now use the workbench. I found most of my 26 settlements that way. I may have missed sidequests if some of those places are related to quests.
I own Hangman's Alley with the Minutemen but the Railroad just asked me to kill everyone there and take it for their Mercer Safehouse quest. I tried the code to reset the mission hoping PAM would give me another location but they still want that location. Is there anyway to reset it so they give me another location that isn't already owned by the MM?

All of the Mercer Safehouse locations are Minuteman settlement options. If you already own it all they want you to do is build up the defenses a bit, and if you don't like how it turns out with those defenses you can delete them immediately afterwards.
There is one more way to deal with random minuteman quest through console. Since you get new quest every time you report to Preston about completing the previous one, you can do this instead:
- open the console and type "sqt" command, it will give you the list of you going quests
- find the quest name you are about to give in to Preston. It will be smth like "MinRecruit0X" (since there are several kinds of them, like kidnapping, clearing the way, etc)
- type "help MinRectuit0X 0" to get quest ID
- type "completequest QuestID" to finish quest without talking to Preston

I usually max affinity with Preston, then leave him far far away never to be spoken again, and do the thing above.
Another thing you can do is hand in the current quest and then cancel the conversation and walk away before he gives you the new one, the "next event" trigger doesn't happen so you don't have an endless quests. Plus it doesn't involve anything weird with console commands.
Someone mentioned this, but if you avoid reporting to preston after you complete a quest, you won't get another. It will also delay a random radio freedom broadcast for a while. If you avoid preston and the castle, you can avoid them all together (unless of course you're tooling around a settlement like abarnathy and you get a random radiant quest from one of the residents there).

As for quests to unlock settlements, I think they've mostly all been mentioned.
Greygarden unlocks after a quest from one of the robots in the greenhouse there, and I got costal cottage from a quest given to me by Jake Finch at Finch farm.
