3. No. But there is a Perk that can reduce Power consumtion, max rank of it doubles it. Also, note that sprinting, jumping and Jetpacking (And a few other things) drain power faster. Never Sprint.
4. No. They can be found in some buildings, bought from traders, Sentry Bots should drop about 2 if you kill them, sometimes you can find them in random ammo boxes (Usually about 4).
You stand close to the power armor hoist and then hold E to exit the suit. If your suit is close enough to it then when you use the stand then that suit will automatically be selected to be worked on.
Alternatively, if you walk up close to it in your suit and hit E to try to use the station you will often get out and automatically be put into working on the suit, but I tend to avoid this since sometimes it makes getting back in not work out so well.
When you use the hoist station to work with a suit of armor you just scroll to the piece that is damaged and press T to repair it. No skill necessary to be able to do repairs. Only thing that matters is having the resources.
When using the station you can also repair and modify any power armor pieces that you have in inventory, such as those that you may have taken off of another suit of power armor. So if you wanted to take a helmet off of one suit and swap it to your current one you don't have to actually place that other suit on the stand, just press R on it to call up the inventory transfer menu and snatch the pieces you want off of it and then use the station to put them on the other suit.
If you mean use up less charge on your fusion core, not that I'm aware of. I believe the only thing that lessens the drain on a fusion core is the one intelligence related perk, physicist I think, that also boosts radiation weapon damage.
You can moderate your power usage though. Sprinting, VATS, power attacks, and jet packing all drain your core faster than simply walking around and attacking normally.
Not to my knowledge. Early in the game you are meant to have a lack of fusion cores. As you gain levels and progress in the game it becomes a non-issue as you quickly start finding more and more cores.
Early on you can ensure a good supply of them by buying them from traders anytime you see them, moderating your power usage, and taking them from every power station that you come across in locations you explore.
Additionally, since areas will "restock / repopulate" over time you can re-explore areas that you know have fusion cores and have a good chance of getting more.

Partially answered. The jet pack mod consumes energy faster while active and gatling lasers use fusion cores as ammo but do not use the energy from the core currently powering the armor.
There is a perk and a book and a bobble head that reduce the rate of power consumption. Look them up on the wiki or explore.

I'm not certain what you mean by this. Please rephrase.

Personally I have multiple settlements producing large amounts of purified water which I use instead of caps to completely wipe out a traders supply of ammo and shippments of junk. It's not technically manufacturing them but the end result is the same, more fusion cores than I can ever hope to consume without casually firing my gatling laser into the open sky for an hour IRL.
Perks that help make the process smoother are the Bartering Bobble head, Cap Collector and Tales of a Junktown Jerky Vendor (magazine) perks to make your purified water worth more in trade. And the Local Leader perk for getting Provisional runners to supply new bases so you dont have to travel back and forth gathering junk to break down into large ammounts of water pumps when establishing new bases.
Finally the Ammo Scavenger perk along with a high luck stat can rarely result in finding fusion cores.
