IT IS VERY IMPORTANT THAT YOU USE THE BASE ID IN STEP 5)
I tried this after having trouble bringing back NPCs that would just stand there and not interact. The minute I came out of the console mode, the cat came back and started meowing and acting .... kitty like.
I hope this works for your NPC.
I just hate to see innocents die.
In my playthrough, Cricket was killed in Quincy Ruins by some gunners, and when I resurrected her, she would only spawn in my settlements, as well as stop traveling with her caravan, albeit still selling and buying my stuff as usual when interacted. This weird behavior may be due to me resurrecting without recycling her first.

THEN: do these commands: disable [enter] enable [enter]
(recycleactor)
if they disappear
(disable)
(enable)
(moveto player)
That is how i fixed my dead vault-tec rep. when i resurrected him initially he could talk but wouldn't move. these steps solved the issue.
