How do I properly resurrect an npc?

I had an issue where Arlen Glass died in a fight with super mutants, I used resetactor on him and he reappeared naked where he should be, I came back later with the holotape from his daughter, and Arlen was wearing his clothes again, however when I speak to him my character just says "Hey" or something, Arlen turns around, and he just stares and no dialogue opens. How do I fix this / resurrect him properly?

You could try typing resurrect in the console command. Make sure to click on him first.

1. press ~ to bring up the console
2. point your mouse at the dead npc
3. type: resurrect

NPC should come back to life

When I resurrect him that way, he doesnt have an arm and his head is invisible. Does that go away/fix itself?

Try recycleactor to fix the dismemberment issue.

using recycleactor leads to him being mute, do I have to use both commands?

Sometimes bugs fix if you fast travel out of the area and then exit the game completely.

It didnt work. I resurrected him, fast traveled away, restarted, came back and he was acting like normal until I got his holotape and he went mute again. Is there no way out of this?

Try using "resurrect 1". Without the quotes, of course. I don't know if it'll fix your problem, but it has solved mine in previous bethesda games.

Not sure what the commands are but you can set quest status in the console.

You can always try to disable and reenable him, too. Click on him while in console, use the "disable" command to disable him, and then "reenable" to bring him back. You could also try disabling him and then spawning a new Arlen through the "player.placeatme" command, though I'm not sure off the top of my head what Arlen's ref id is.
