Report a translation problem
A little more detail: Three columns will appear, all in green light.
Fallout4.esm is the name of the first column, and to the right of that, is the new column you just created, named after whatever you named it.
On the column furthest to the left, I found DNAM - General, and under that i found "Flags." I skipped the second column, and went to the third, right clicked "Run Once" and pressed Edit. The warning appeared and I pressed yes. A new box opened and i unticked "Run Once", and pressed OK. Then I saved (ctrl+s)
The "Messages" tab on the bottom of the box said "Done saving."
Now.. I am not sure about the ESP file...

And found out how to do it!
I went ingame and typed resetquest 00107a1c and setstage 00107a1c 10
And it WORKED! After all this time, it finally worked.. :D It set me back to "Speak to Lance-Captain Kells." So, I went to the railroad church, and I went inside... Guess what? The brotherhood was there, and they were shooting around at the railroad, just like before... :(
On closer inspection, I checked the pip-boy, and I have two samples of the same quest "Tactical Thinking." One which says "Speak to Lance-Captain" and the other one has the first part ticked off, and says "Head to railroad church"...

Tried resetting both 00107a1c and BoS302B, neither worked. I just proceeded with the storyline, gave up on the railroad..

Although I have the feeling that even though I'm telling the ModManager to load the esp file, it isn't.
I've even tried resetting the quest before Molecular Level and it doesn't work.
I can't advance my main story, and have no idea how far back I would have to reload a save.
It still shows Dormant in the console.
Update: Found the .esp file, put it into the NMM, booted the game, nothing new.
Backup your saves and maybe try clearing all flags followed with resetting the quest and setting it to the appropriate stage? That's just a guess and I have no tested it.
Thanks for having the balls to write this--I mean that. If Bethesda is going to not only NOT fix their fuqk-ups, but impede people from using the console to fix it themselves, then this information needs to spread--widely. This is just one of the many reasons why I don't buy console games anymore..

Even after doing this though, I still couldn't get on the stupid Vertibird! The action prompt to board it wouldn't appear when looking at it. So, that's just one more quest-breaking screw-up that I had to deal with. At least then, it was docked at the Prydwen like it was supposed to be from the beginning.
At that point, saving the game, quitting, and then reloading that save finally allowed me to board the fuqking Vertibird--after 3 hours of troubleshooting. God, I'm so píssed at Bethesda man.. Can you tell?!

Any idea if this works for reunions if i am already at hunter/hunted? console commands dont restart that quest for me
