can somebody answer the following
what is the compressed download size, and what is the actual size.

24GB is what you download, actual size right now is.. 25.2GB

Yes, the fallout 4 folder within the steam library is 25.2GB; 27,090,986,862 bytes.

Whether the files within it are compressed textures and such as part of a binary blob, that is another matter. But as delivered and on disk, it's 25.2GB.
