Making materials available to all settlements?

Is there a way to somehow "connect" all workshops (e.g. so if I drop 50 steel at settlement A, it will also be available at settlement B and C)?
I thought the level 6 charisma perk did that, but now that I have it, I see that it doesnt^^

Go into the UI by V. Then get over a settler with your crosshair and press Q. You then can assign him to another settlement.

If in pipboy map view, you can press C to see established supply lines. Supply lines can be chained together. So you can connect A to B and B to C and get resources from A to C.

open a supply line between them, go to a settlement, open the crafting menu, highlight a person that doesn't have a designated job, and i think its Q, to assign them to a supply route, then it will bring up a list asking where you want that person to open a supply route to.

Not sure about the controller button, but when looking at a settler, make sure he/she is glowing green and you should see at the bottom of the screen (button) supply line

RB on xbox pad. Note: you must have charisma 6, and the perk local leader to use supply lines

I have the perk, but how do I set up a supply line in the first place?

Edit: Nevermind, seems to be a bug. After I restarted the game, I saw the button.
