Report a translation problem
In build mode, aim at a settler who's doing nothing and press E for the "Go" option. Then go and aim at the crop and press E for the "Assign" option. The settler will now tend nearby crops worth up to 6 food.
Quicksave + Quickload fixes most glitches.
No. They're fine. They can be harvested once, then they won't produce food until tended.
I put hats on them. Fedoras are for farmers. Bowler hats for shop-keepers. I put armor & hard-hats on people assigned to security and running trade-routes (along with better guns).
crops do not wither, from what i've seen so far (many hours of many unattended crops, and they're still there)
looking at a settler in workshop mode will highlight their current assignments, but only if you're in LOS to them (odd, but it's better than nothing)
you could comand them to move around the settlement so you can 'see' anything they might be working on
