is the solar powered perk misleading?

It gives you +2 to strength and endurance during the day, but it requires an endurance trait of 10. which is the highest level possible. sooo would it suffice to say that all it does is increase strength? or do those extra +2 actually still register beyond 10 and actually still help?

I believe you can go beyond 10 now.

Yeah it gives you slightly more health and carrying capacity (and I suppose a tiny bit more DR and melee damage) while the effects are active, even at 10 base SPECIAL. I guess they wanted to either reduce the amount of people buffing dumpstats with items now they're all useful/useless in certain ways but also still allow players to gain benefits from any buff boosting clothing after hitting 10 in every SPECIAL - which is also possible a lot easier now too.

I know I can go over 10 with items.. which is nice. I am working my way to that endurance bobblehead right now because I want this perk.. anybody know if this perk works only if I am outside during the time stated or is it in effect always during the day regardless of where I am?

Yes you can go above 10 AND need to be outside. Just tested it
