Quest "A New Dawn" bugged (Potential Spoilers)

[Hoshhh]

So I finished the ending with the Brotherhood ending and then got a quest called "A New Dawn" I'm suppose to talk to the Elder but he's upstairs on the Prydwen Main Deck instead of beside captain kells like he should be. When i try to talk to him all he says is, "welcome back me and kells need to talk to you", but i never get the next part of the quest. I don't have a save to go back to that fixes the problem unfortunately and doing the completequest command wont give me the next quest. Any ideas?

verify game files, thats about it until we get a patch or someone knows a workaround, like adding the quest via console

you have to make sure you have completed the quest about attacking the railroad, maxson will not come down on his own until you have completed it
Its supposed to be the final orders you get from the bos, so everything else has to be done before it
