Speech Options Not Appearing

I need some help with this one. When entering the Railroad HQ, Valentine opened up to me for the third time, talking about how he hates that his memories are of the police officer he was based on. He'll then say two lines of dialogue, talking about putting a bow on some Nick Valentine history. When he asks if I'll help, I don't receive any speech options. I've tried using the console to disable-enable him, verifying game cache, switching him out for another companion, and loading a game save from 3 hours prior. Nothing seems to be working, and now whenever I hit the 'Talk' option on him, it just makes the noise for when you can't do an action and it exits conversation.

I would really like help here, as Nick if my favorite companion and I want to complete his quest so badly.
