Reasons not to use power armor:
- Agility
- Stealth
- Low Profile
- Claustrophobia (mainly due to the HUD and the effects when it rains)
- Preference for the looks of non-power armor sets
- etc
I myself don't use it unless I know it's gonna be a tough fight. I usually go for long distance/stealth no power armour.
i prefer to be fabulous than look like a tank.
the main downside is that the armor becomes damaged, and is expensive to keep fully repaired if you use it a lot
you also cant swim in it, which has caused me some problems before
I do like to use it on the BoS missions that involve digging out super mutants/ghouls out of their bases though.
And makes it harder to get laid!
I take your cosplay and raise it a dog.

Along with everyone on the Prydwen...BEFORE I blew it up!
Though I did feel kinda bad, so I took all their dog tags to remember them. But getting the best armor of the game is worth any amount of murder.

I only use it when I go exploring the glowing sea cos it kinda makes sense ( I made a 2nd set for my companion too )
I didn't side with the Institute though. I went with Railroad.
