Doesn't matter how many people rate it 10/10 until they outnumber those giving it a zero. There are easily way more people who enjoy this game than those that don't since you don't really hear from them, they just play the game and don't post any opinions online. Rarely, you hear positive feedback from players as its mostly negative.

Well, its CS:GO. One of the most popular fps game there is out there. It will have the same or even more player playing that game in 10 years from now. If not, its because they rls'd a new CS. But apperently they're just gonna continue updating this installment. So yeah.. Talking about CS in "timeline" is just stupid when its a game that is and has always been timeless.
So for fallout to even come close to CS:GO in player base is a HUGE achievement. Atleast seeing that FO4 is actually a single player game, with at the moment a rather limited replayability. Tho, that will improve with time when dlc's and mods becomes a factor.
Fact is, most people just have no clue who to objectively evaluate something and most are moved to rate something when it makes them angry. If you're having fun you'd rather keep doing it than go wave your epeen around.
I just make it a point to ignore any rating below a four or five. Less than that the person is probably just venting while they are angry. Not many games are TRULY that bad.
Metacritic usally gets review bombed by bots. So dont even bother watching there.

This sums it up, though I could write pages about it easily. I don't have much faith for the DLCs, but I'm happy to be proven wrong.
The gameplay is fun, scavving was never as rewarding, I love hunting collectibles, I love the Vault-Boy animations on the Perk Chart, I actually like the new Perk system, and I love the sheer variety is useable builds.
But it falls so flat in the RP areas that it makes most things feel dull and almost pointless. You basically have to play someone else's character, and to me, that's the opposite of what makes Fallout great in the first place.
I don't care how good the combat is (and it is) - without great NPC interaction and dialogue choices, the game literally becomes "Go here, kill him, go there, kill them. Oh, and build a little I guess." They got a lot right, but they gutted the entire RP experience for a weak, cliche, on-rails story that has awful dialogue in general.
I could go on and on and on, but I should stop here.

to OP: Steam stats of activity are pretty irrelevant. Active players now doesn't tell you how many of those you have now turned away from anticipating DLC or Fallout 5. I certainly don't care at all anymore, and this has been my favorite series for nearly 20 years.
I'm sort of intrigued by the comments about "user scores are unreliable"...Well, Reviewer scores certainly ARE reliable, in the sense of Will Rogers' comment about politicians: "An honest politician is a fellow who, once he's bought...he stays bought".
Re Users panning the game however...the overwhelming reason for users expressing displeasure thus far is NOT complaints with storyline or gameplay style but rather with the game's mechanics. Which are broken. Very.
Image yourself buying a new uber-widescreen HDTV, then learning it doesn't pick up half the channels you want, has lousy graphics, powers off half way through your fav soaps and sounds like Phylllis Diller on steroids...then having the dealer say "yeah, its a fixer-upper for sure, uh...maybe you should have someone look into that for ya..."
