Possible Avatar the Last Airbender Reference?

So, at one of the schools, D.B. Tech I think, there is a ♥♥♥♥ ton of raiders. The boss is named "Bosco". He is wearing a Bear mascot head, the same one shown in the E3 gameplay footage where the Vault Dweller is changing outfits in front of Dogmeat. When I saw this I immediately thought of Avatar the Last Airbender, and how the Earth King had a pet bear named Bosco. Does anyone think this may be an obscure reference to this beloved show?

I'm pretty sure (but not certain) that there may have been a famous circus bear named Bosco, or possibly a cartoon circus bear by that name, or maybe it's just a coincidence. I seriously doubt it's an Avatar reference though.

Edit: Apparently there was a talking bear named Bosco on Howdy Doody, so that might be the reference maybe. I have no idea.
