Report a translation problem
This is the only "bug" i've encountered in game sofar, but it solved itself though after the npc did some random stuff (using a terminal) when i was afk for a moment.
try clicking on the npc or prid their id or manually type it in + any of the codes above (and indeed try the tips that i didnt quote) or
playidle looseidlestop
or
resetai
since new animations, idles and pose mods have popped up on nexus, this old thread kind of becomes relevant again.
Read the Readme's on the mod's page's.
but wether you use mods or not, trying any or all of these methods should work.
(as a very last resort, you could try Kill then Resurrrect).
(this Will reset the ai back to its vanilla state, remove all thier items, probablly reset their skills and send them back to their original spawn/base point).
also, i think 1 of the recent updates made changes to fallout 4 animations ba2?
(so i guess, expect some unforeseen events when playing around with anims,, or vanilla's getting stuck for no reason).
'caf' didn't work, kill + stimpacking also didn't work (he was normal for a second and went back into that position), but
disable + enable did the trick
+100 caf is the number one solution for NPCs stuck in an animation loop.
