Skylanes Flight 1981 bug?

I found the Skylanes Flight 1981 zone while exploring, and there were no mobs anywhere except for a few feral ghouls. So I walked around, unlocked suitcases, looted items, and my inventory became full. No big deal, I fast traveled back to Sanctuary, dropped off the extra junk I was carrying, and fast traveled back to the plane wreckage. This time, there were three "scavangers" that were friendly until you tried talking to them, then became hostile, there was an OP Mr Gutsy out of nowhere, and a securitron, also seemingly from out of nowhere. Most of the items I already looted were back again (food, ammo, etc.), and all of the containers I was able to unlock before, were locked again and contained more, and different, loot. I did notice that the flight recorder and the magazine I was able to find were notable items that did NOT respawn the second time around.

I'm wondering if there was some kind of bug where I got a half-assed "instance" of the zone, explored it and returned and got the zone the way it's supposed to be (with the robots and scavengers) or is this some really bizarre game mechanic?

That place just spawns random crap there. Adn when you fast travel there they are always RIGHT there 10 feet in front of you.

Yeah, they were RIGHT THERE when I traveled back. They were fighting the Mr Gutsy, though, so I was able to pick them off pretty quick after they turned hostile.

I wouldn't count on this being easy loot forever. The last few times I've visited, the containers have been empty. I think you can burn it out.
