How does Fallout 4 dodge the Adult Only rating?
Hatred: Intense Violence, Blood and Gore, and Strong Language
Fallout 4: Intense Violence, Blood and Gore, Strong Language and Strong Use of Drugs.
In addition to stronger violence, stronger blood and gore, and the game basically throwing drugs in your face and you taking them for combat enhancement, as well as the many addicts you come across, how does the game dodge the Adult Only rating and get rated M for mature?
serious Q, Manhunt 2 was also AO, and this game has far more gore/violence than that :P

Not to mention the gore perk which adds even more gore to the game! yet still M and not Ao. 10/10 reasons ESRB.

It avoids it due to not containing nudity or graphic sex scense.

okay, hatred has no nudity torture or kid killing either, just gta 2 style rampges (yet gta 2 isn't Ao either, but it has a lot less graphic violence.)... ESRB seems very inconsistent, but if they were to put an Ao tag on something fo4's gore is insane (not to the likes of mortal kombat X mind you, but MKX doesn't have drug usage)

Also the game isn't a straight murder-simulator.

You can play it that way but player actions aren't rated by the ESRB.

They don't base it on the gore - they base it on the context. Hatred may have been a poor to mediocre game (and cheesy, to boot), but the entire goal was to kill as many innocent people as possible. With a post-apocalyptic sci-fi setting, Fallout 4 is more detached from reality, and although you can kill innocent people, it's actively discouraged by the game itself, so it's less controversial.

there's one scene with more violence/torture otherwise fo4 has waaaay more violence, there's NO gore in gta v, gore is usually the thing that sets it higher, and fo4 has gore... oh boy does it have gore... and perks which add even more gore

FO2 was far worse, and not only did hardly anyone give a ♥♥♥♥ It was rated M. Mortal Kombat had more of a stink then a game that allowed you to kill kids, enslave people, sell your body and all the other horrible stuff you could do in New Reno.

You can't really give a game an adult rating just on gore. Also, Fallout 1 and 2 had way more.

The game is based on the year 2287, which America has been blown up by nukes, I'm surprised they even allowed it. Y'know how ratings groups are..

Thrill Kill was rated based on that... and got an Ao rating, is it just that ESRB is very inconsistent?

TW3 Blood and Gore, Intense Violence, Nudity, Strong Language, Strong Sexual Content, Use of Alcohol and it's still M despite having a chilling torture scene!
