I think I figured it out. You know how PAM is able to predict things? Well I think that after a certain point in the brotherhood quests PAM realises you actually work for them and thus won't talk to you. You may have to use console commands.

Problem: You advanced to much in the brotherhood questline.
I assume the quest "tactical thinking" is active. This prevents PAM to speak with you.
Solution: none
Workaround 1: WARNING ... this breaks your BoS QUESTLINE. MAKE A SAVE BEFORE.
You can reset the Quest in the console "resetquest bos302b". This removes the quest and you can speak to PAM again.
But: you cannot reactive the quest again (it is set to "not repeatable".
The only way for the BoS ending is spoiling the "Institute Mass Fusion" Quest (i dont know its name) to the brotherhood. So bee aware.
Workaround 2:Become an enemy of the brotherhood. The "Tactical Thinking" Quest will fail automatically :o)
Or workaround 3, use the console command to unlock Ballistic Weave. Then kill the railroad.
Set RailroadClothingArmorModAvailable to 1
Probably the way how noobs and kiddies are playing the game, just use console for everything
I only used this method because I didn't feel like restarting the game to get an armour modification. It's stupid to assume everyone is a noob or a kiddie for this reason. They can also be used to make settlements look better, to allow walls to actually fit together. Or if an NPC is broken, use console to fix them. And besides, you shouldn't judge people based on how they want to play the game.
