Thank you so much for this. Not only have I never stepped into that place before, cause I didn't even know it existed, but it worked out perfectly. Thanks a ton.
I even think that the Science!Center workbench is not only the fix, but also the source of the bug. I have been traveling with Cait for 50+ hours and the bug never happened, then I discovered the Science!Center in Diamond City for the first time and the bug suddenly started when Cait was using the workbench while I was talking to the Doctor for the mini-quest

Still present in Fallout 4; I got it with Piper and it was driving me mad! I had to take Piper back to the Science Center, and get her to use the Armour Workbench and the Weapon Workbench before she stopped that infernal ticking, but it seems to have worked. Thank you FaintestVirus and iCer!
