I can then send him wherever I want?
He'll appear at your feet, and start wandering away to where ever you sent him. You can interact with him normally, since the command just teleports him to you. Have him join you, then send him away to wherever.

When you go back to Sanctuary for him, he'll be by one of the dog houses there. I found him by the one in the back yard just north of the house by the chem crafting station (I think it's the third or fourth house on the right when you enter town from the bridge).
During the chase, I would catch up, start a coversation and say "let's go". But as soon as the convo ended he just continued running. After 3 attempts to get him back, I decided to let the disobient little pup go.
It was actually quite funny to experience. One of the many reasons I love this game. Whether it was a bug or not, it made me laugh so I let it fly.
