Same as the Railroad. They were mentioned in Fallout 3, but they're largely just a reference to the Railway Movement (or whatever it was called) to do with helping escaped black slaves flee to a better life...it matches their in game agenda of trying to help escape synths, which are basically in the same boat as the slaves were.
So uh, yeah Minutemen are new. I guess they're the resident "Regulators" from Fallout 3, if you remember those.

Well, technically we *are* supposed to know who they are, as they've been protecting the Commonwealth for a long time. Anyone born and raised around the Commonwealth would have heard of them. However, since our character has been frozen for 200 years, we've missed out on a lot of current common knowledge.
