Can't upgrade clothing at the armor workshop anymore
earlier in the game i could upgrade clothes worn under the protective gear like the road leathers or the faded trenchcoat, but now i can only upgrade stuff like leather left arm and metal right leg...

EDIT: Turns out if you do some quests for the railroad you get the ability to mod clothing after a while.

pfft i cant upgrade clothing at all. and i just use army fatiques and military fatiques

Road lethers and such were never upgradable, vault suits are though

can't mod vault suit either, which is weird because it was possible two days ago

YES I DO, BUT EVEN IF I DIDN'T IT WOULD STILL SHOW UP AND EVEN TELL ME WHAT MATERIALS IM LACKING
