Game pauses every few seconds
I'm including as much information I think could be relevant to give me the best chance at a working solution so I will include a tl;dr at the bottom.

The problem:
Upon launch the video and ability to give inputs with "freeze" for a moment every few seconds at a fixed interval. Sound continues as normal. I thought it was something I could just play through but the lack of ability to input when it "freezes" makes gameplay very uncomfortable/unplayable in moments of higher actions per minute.

Relevant computer specs:
OS: Win 7 64-bit
Processor: AMD FX(tm)-6100 6 core ~3.3GHz
Memory: 8G
GPU: AMD Radeon R9 200 Series

Things I've done to try and solve the issue:
-Updated GPU drivers. Yes, this includes the new (as of Nov 18th) beta drivers. Yes, this was a clean uninstall and reinstall with restarts and all. I know that AMD plans on doing a new batch the 22 or 24th or something but I am hesitant to believe this will solve my issue considering the recent batch (meant for Fallout 4 issues) didn't.
-Tested with older GPU drivers.
-Playing on the lowest possible graphics settings (though my machine should be able to run ultra :/).

I searched forums for similar problems and am coming up with nothing. I find it hard to believe that I've stumbled upon a completely unique issue, but...maybe?
Any help welcome. I would even play at the lowest graphics if it meant I could do without the constant pauses.

Promised tl;dr: Game “freezes” at a consistent rate every few seconds. Have a machine that should handle game on ultra with updated drivers. Would prefer if you read “things I've done to try and solve the issue” before making suggestions but I don't mind repeating myself if it means I get to traverse the Bostonian wasteland.

Get more ram. This is known as paging.

could also be the cpu not keeping up, amd cpus are notoriusly bad for this game it seems

Thank you Tarfu! I just looked into paging. I knew of the process but was unaware of it's name and what the effects of overly-relying on paging looked like. After reading a few things though it does sound like that is what's happening.
Curious, to be sure.
Thank you Tyrant as well for the input! I suppose it is still possible that is an issue.
With either answer it is frustrating that having the minimum requirements (or more) doesn't allow me to play the game, even on the lowest settings. Hopefully getting another stick of ram does it, as it is significantly cheaper than a cpu upgrade.

Now running with 12G of RAM with no difference, sorry Tarfu.
Still not willing to by a whole new cpu just yet when mine's above min requirements :/.
Will come back after I've tried Ankarin's suggested mod.

Hey! The problem has been solved! I don't know if Ankarin's mod works but before hand I was told to disable controler input in settings and it worked! Blown away by how simple it was. Thanks all for the help!

I know that this is kind of a dead topic but no one here provided a definite answer and this answer came up when I Google searched this issue. I found that sometimes a quest objective/target/object/NPC isn't triggered properly. This happened to me with "When Freedom Calls", where Preston Garvey and the other NPCs wouldn't spawn inside the museum. I had to reload an earlier save, and then I stopped experiencing these intermittent periods where it felt like the game would freeze for several seconds. It seems there are many ways you can experience this problem and I wanted to share mine.

If you can't find a fix for this issue after everything, BEFORE you reinstall, get technical support from Bethesda. Don't bother if you are using user-made mods of course, but Fallout New Vegas has many bugs that were _never fixed_ and this game will too if people aren't willing to use this when they run into a real problem: https://help.bethesda.net/app/ask/p/695/pf/PC

I also get this but it happens in EVERY game, regardless of that games spec requirements.

I have 16gb of RAM, last years model i7 CPU and a Nvidia 1050 Ti GPU or to put it short, it's not a bad computer. All drivers are up to date too.

This post was the closest thing I could find to my issue and I was wondering if anyone had any ideas on solutions? I'm assuming this is a problem with my actual computer since it happens in all games.
Do you have any mods installed? Some mods can cause problems like that

I Installed a enviroment mod ( Regrowth Overhaul I think ) and it the same thing for me laptop ( a custom biuld) . a 32 gig ram fixed that probrem .

I could have told you it wasn't RAM. Not sure why people think Fallout 4 requires more than 8 GB, but it absolutely doesn't, My laptop has 8 GB, and it plays the game at 70-80 fps in most areas with dips down to the 50's in the most demanding areas with every setting maxed.

I don't know why utahonfire made it seem like there wasn't a solution - as I said just before his comment, the solution for me was to disable "controler input", which for some reason had defaulted to "enabled" on my copy of FO4.
I don't know what games you're playing Specky, but maybe see if they have the ability to play with a controler (and turn that off if it's on)?
I figured I'd post this in the even that my "solved" comment got skipped over like it did with utahonfire.

So turning controller input in the settings to OFF fixed the issue. But the thing is I want to use a controller. Turning it back on just brought the issue back. I’m 21 levels in and it only started happening
