No settlers moving in
I haven't had a single settler move in at Sanctuary for a solid 5 hours of game time despite having 11 food, 16 water, 30 power, 31 defense, 13 beds and 76% happiness. The Red Rocket Truck Stop is pretty much the same but only two people showed up instantly when I set up a beacon there and that's all I've had in around 4 hours.
The only thing I can think of is maybe more happiness somehow. Everyone I've seen has far lower stats, less beds, less happiness, less food and water but at least 10 settlers while I can't get a single person to show up anymore which means I can't really make Sanctuary any better because I have no settlers to spare to get more food and run more stalls.

What is your charisma level? I believe the lower your charisma the less chance of settlers turning up.

It seems random to me. I had 9 settlements grow from 0-2 settlers to 10+ before my 11 settlers in Sanctuary grew to my current 16. I didn't change anything in the settlement, they just didn't move in until later on when the next 5 people arrived at the same time more or less.
Edit: My charisma was at 7, didn't level it during this time.

My guess is Codsworth missing? Foods require a settler to handle them, but usually only give food for 0.5 settler.
A mr.Handy however takes care of food without spending it...

But that's just my guess...

My base charisma is 7 and I have +2 from a suit

I think companions have something to do with it. I have 9 companions (I don't think Dogmeat, Codsworth and Curie count tho since they aren't human) and I only had two settlers show up. I ended up having to just send settler from my other settlements cuz I needed to tend the farm. So if you have a large number of companions in your settlement, try splitting them up for a bit and see if more settlers come.

I've noticed recruitment beacons don't work well, I gained maybe one or two actual settlers but everyone else in my Sanctuary is either a companion or someone I've helped and told they can go there to live. It has sat at 10 for nearly 75% of my game play at 38 hours, I have far more resources than I need and the settlement is built up well but no one shows.

It might have something to do with quest completion as well. I had about 10 game hours of random wandering, and Sanctuary sat at 6 settlers the whole time. Tonight, I've been doing BoS quests and other random miscellaneous things, and Sanctuary jumped to 10 within 3 hours of game time. I also discovered Diamond City and did the intro portion of it during this game time.

My Charisma is only 3 so I have no idea if that affects anything. Seen a nice jump in the Drive-in and Co-op settlements as well. They were both sitting at 3 settlers. Now they both have 6 and 8 respectively. I didn't really check these two though, so it may just be coincidence I noticed their larger numbers after doing a bunch of quests for people.

Think I found the best way to handle it, basically just move all your settlers into Sanctuary or wherever you want to build them up so there are no settlers in your other settlements, this way the game seems to more often send in settlers to the empty settlements which you can then also send to Sanctuary.
