Report a translation problem
I've got the same problem. I've bought the frame. And could not find it. Moved to my home base to check if it maybe in my workbench or something like that (I did not read the message - was not attentive enough ;o) )
Went back to Arturo and seached the area around him. Nothing. Some days later, still no PA frame :(
so, it is defenitly left side at Arturos shop?
Did you find it directly after buying?

None - The game throws frames at you right from the beginning of the game. At most you'd want two - One for you, and one for a companion. It takes all of five seconds to pick up a different set of armour for it from a container at any of your settlements.
Mine was there. I searched around the area for a few minutes and checked in my house there, but didn't see it. Thinking there was a glitch I reloaded an autosave from right before I bought it, and I also wanted to see what the message said when I bought it because I missed it the first time. It said something about it being outside the shop or something. So I checked, and it was right there next to his shop against the wall, in exactly the place seen in Uncredited's pic above.
Anyway meanwhile I've got 14 PA frames ;)
I'd have used the ammo glitch and got it for free, considering you already paid for it.
No. There's no reason to buy one at all, frankly - you can find a frame and an at least partial suit every ten feet or so. And if you see someone wearing it, you can just pickpocket their fusion core to make them exit it - but then the frame is permanently flagged as stolen even if it was a Raider's, because Bethesda.
