And AGAIN..its not about how big the friggin map is..and its also not about how many ♥♥♥♥♥♥♥ cities there are. Kapeesh?
Not really. New Vegas has 17 official towns

edit: and Lexington and Concord don't even really count since they arent settlements. Even if you count the Institute and Prydwen and Vault 81, New Vegas still has more towns and settlements.
Conditions were worse in Fallout 3 and Fallout 3 still had more settlements....

Edit: Also its 200 years after the apocolypse, so its more like post-post apcolypse (which is actually a thing).
And let's not forget that New Vegas was a huge town, spanning 3(4?) zones filled with stuff to do.
I mean, the game world is nice but there aren't a whole lot of friendlies out there. Well, unless you make your own settlements.
