Whats the best non power armor, armor?

I prefer Railroad armored coat Mk V.

Ill say combat armor is for physical defense and synth is for energy.

The helmet and right arm are just regular combat armor. Rest is heavy. It's upgraded to polymer.

Upgraded Maxsons battlecoat.
Looks nice, and I don't even have it fully upgraded and it's pulling 80 DT

Eh that's not that great, having the railroads upgraded clothing itself fully upgraded gives 110 DT, and you can put armor on top of it.

bear in mind that the costumes defense is a culmination of all the parts, having 1 high defense constume is inferior to having 5 fully crafted peices; especially since you can't upgrade/mod them yourself. I throw costumes on my companions cause i cbf, but on yourself you should consider gearing getting mods like AP regen, AP reduction, Martyr etc.
