That perk is really terrible to spend a point on, unless you are doing it for the fusion core longevity bonus. Radiation guns only do damage to human opponents.
For the rest, gatling, missile launcher, fatman, flamer and minigun are affected by heavy gunner perk, and the rest are affected by either commando, rifleman or gunslinger; depending on the firing mechanism (automatic or not) and the stock (rifle or pistol).
Note that you can modify plasma and laser weapons' stocks to convert pistols to rifles or vice versa. This way you can get them to benefit from your perks.
The old energy weapons, small guns, big guns categories exist only in magazine perks now, which are almost irrelevant.
I can confirm that the Nuclear Physicist perk affects Irradiated Weapons. I got an Irradiated Minigun and the added effect went from 50 to 75.
That character's level 71 and still using the 10mil pistol she found when she was like 20, and she is by far my deadliest character, bitchslapping the ♥♥♥♥ out of a Legendary Savage Deathclaw on very hard with a pistol and no power armor (I do have to try to keep my distance tho) xD.
